- Przedstawiono zintegrowane podejście do zarządzania gospodarczego. Omówiono etapy zintegrowanego nadzoru nad politykami gospodarczymi i budżetowymi.
The global economic and financial crisis has revealed the shortcomings of the mechanisms of the coordination of macroeconomic policies and surveillance over budgetary policies in the European Union. There is the widespread belief that these mechanisms should be reinforced. In late September, the European Commission proposed a comprehensive legislative package covering three main subjects: 1) strengthening the Stability and Growth Pact, 2) strengthening national budgetary framework, 3) surveillance and correction mechanism of macroeconomic imbalances. These will complement the process of monitoring structural reforms conducted by the Member States. The different strands of economic policy coordination will be integrated in a new surveillance cycle, the European Semester. The first stage of it is the adoption of the Annual Growth Survey - an evaluation of the economic situation and of the main challenges the EU must address, and its recommendations to the Member States.
