- A general meaning is to say that the public administration isn't comparable to the private sector of economy. The administration is more static than dynamic, is more conservative than innovative and has no contact to the markets. There are so many rules what can deliver the responsible persons out of their responsibilities and the main reason to think so is that behind everything in the public administration stands the country or the nation with their unlimited monetary resources. But is it so or are the current laws and regulations so effective and efficient that the public administration is run by a nearly competitive way to private business? (fragment of text)
