Abstrakt
Celem artykułu jest analiza wpływu procesów integracyjnych na podział odpowiedzialności na systemy płatnicze między Europejski Bank Centralny i narodowe banki centralne. Dążąc do jego realizacji, dokonano porównania podstaw prawnych nadzoru banków centralnych, celów nadzoru i metod ich osiągania w państwach strefy euro. Uwzględniając również aspekt współpracy banków centralnych z instytucjami nadzorującymi finansowanie rynku finansowego. (fragment tekstu)

Payment system oversight appears to be one of the major functions of central banks in developed countries. The aim of this oversight is to ensure the efficiency of payments systems and their compliance with legal regulations. Central banks are also responsible for smooth functioning of payment instruments and payment infrastructure. When realizing the oversight aims, central banks focus on maintaining financial stability, public confidence in payment instruments and national currency. Payment system oversight is an object of special interest in the countries of the euro area. Its organization and scope is based on shared responsibility in the Eurosystem (between European Central Bank and national central banks). The central banks' payment system oversight complements prudential banking supervision function, which in some countries is also placed within the central bank. They both share the objective of stability of the financial system. (original abstract)
