Abstrakt
Malaysia is the world's third largest exporter of electrical and electronic products, however, Ma­laysia^ R&D intensity and density of scientists and engineers had been relatively low in the past. Ac­cording to the European Commission Study on R&D activities in developing countries, the scenario of R&D in Malaysia are as follows: R&D activities in high technology manufactured by foreign MNCs in Malaysia were mostly conducted outside Malaysia and often in their home countries; and manufac­turing by local enterprises were mainly in the low technology sector requiring minimal R&D activi- ties. Since the mid-1990s, there is a changing trend in R&D activities in Malaysia, as reflected by the upward trend in the total expenditure on R&D as a percentage of Gross Domestic Product since 1996. The government has developed specific policies and allocated various funds to support and encourage the private sector, particularly small and medium industries (SMIs) to conduct R&D to increase com- petitiveness. The main objective of this paper is to provide a critical analysis of R&D activities among SMIs, focusing on access to financial support, types of R&D activities, expenditure, human resources and performance in the present economic environment in Malaysia. The discussion is based on a sur- vey conducted on R&D activities among SMIs in Malaysia. The paper will be guided by the follow- ing questions: What is the trend of R&D activities in Malaysia? What is the status of R&D in Malay­sia as compared to other selected countries, particularly ASEAN? What is the characteristic of R&D activities among SMIs? What are the determinants, constraints and challenges to R&D among SMIs. (original abstract)
