This paper does not directly address fisheries experience of transition experience. Rather, it links the sector to wider development discourses surrounding poverty, exemplified by the framework for development assistance established by Poverty Reduction Strategy Papers (PRSPs). The expectation that increasing poverty in transition economies would be moderate and short-lived was not realised1. In particularly, per capita incomes have still not returned to pre-transition levels within the Confederation of Independent States. The submission of PRSPs by ten transition economies evidences the significance of poverty. This paper examines how fisheries are represented in transition economies' national development plans (NDPs) and PRSPs. (fragment of text)
