European Union (EU) - Abstrakt
- To evaluate the impact of this more than a decade-long process of integrating Eastern Europe into the European Union, it is helpful to compare technological trends among the candidate countries before 1990, when overall reforms as well as the accession process had started, with the trends that have followed this turning point. Using some well-accepted indicators of technological performance, we find that the initial response to change in the institutional environment in the region has been rather nega-tive. Until recently, there have been no signs of reversing this initial response for the region as a whole, with only few countries eventually showing such a trend reversal, even a net gain.
