Abstrakt
Like in many other emerging markets, the growing presence of foreign-owned financial institutions during the 1990s is one of the most striking structural changes in the financial systems of the countries in transition. Foreign banks have expanded internationally by establishing foreign subsidiaries and branches or by taken over established domestic banks. The internationalization of the banking sector has been spurred by the worldwide liberalization of financial markets. The increase in foreign financial participation in emerging markets has led to a series of studies focusing on the effects of foreign bank entry in domestic financial systems and the economies and the reasons of foreign bank entry. In transition countries, the inherited legacies of a monobank system, state-ownership and culture pose special problems for banking sector development (Bonin and Abel, 2000). Unfortunately, only a limited number of studies relate (in part) to countries in transition. In this paper we will survey the literature on the role of foreign banks in economies in transition, focusing on the four research questions of our ACE project. Literature concerning developing and emerging countries with special relevance for Central and Eastern European countries, is also part of this survey. The research project deals with the following research questions: 1. What role do foreign banks play in the development of the financial system in Central and Eastern European Countries? 2. What role do foreign banks play in corporate restructuring and corporate governance in Central and eastern European countries? 3. What role do foreign banks play in providing financial sources for investment in Central and Eastern European countries? 4. What reasons do foreign banks have, to become active in Central and Eastern European countries and what is their strategy? We will show that 'foreign banking and economic transition' is still a relatively unexplored research subject. The existing literature can be extended both qualitatively (improvement of the econometric framework and data) as well quantitatively (more countries have to be taken into consideration). Section two through five discuss the four research questions outlined. Where possible, the literature has been summarized in tables, followed by some general conclusions and comments. In section six we review relevant literature that is not directly classifiable according to one of the research questions outlined above.
