Abstrakt
Ciągły rozwój sieci transportowych, zwiększająca się różnorodność ośrodków transportu i rosnąca mobilność pasażerów wymagają sprawnej organizacji oraz kompleksowego zarządzania ruchem pasażerskim. Sprostanie potrzebom związanym z wymienionymi tendencjami w wysoko rozwiniętych państwach napotyka bariery w postaci ograniczonych zasobów materialnych, przestrzennych i finansowych. Passenger transport users have the right to require more from operators and infrastructure managers than freight transport users. It is because passengers are the subject of transportation, while cargo transport is focused on carriage of goods that need to be transported at the lowest price with the most efficient usage of means of transport. These demands are not valid for the transport of passengers, who are interested in the quality of service that can be improved through the effective integration of transport modes - often focusing more on the improvement of the quality aspects of transport, rather than adding purely economic value. The efficiency of passenger transport system is to a great extent determined by its underlying entity structure, which is inapt to transformation. The quality of passenger transport is the underpinned by cohesion of different modes of transport, which is most user-friendly when a sole operator is responsible for the entire transport chain. In some cases, the existing forms of passenger transport do not provide adequate quality of service, binging the natural need to create innovative supplemental services from the ground up. The biggest area of successful passenger transport system improvements happens to be the transport regulation as well as traffic control. It is important to notice that the integration of individual motor transport with public transport is not possible without behavioural changes, which in practice command the acceptance of car-pooling and car-sharing. The dispersed successes in implementing various kinds of passenger transport improvements and integration measures should not remain tacit knowledge - they should be made widely known through a good-practice sharing system built on a knowledge-base containing the descriptions of implemented.(original abstract)
