- Abstrakt
- One of the goals of the research project that was implemented as a part of the VEGA 01/1248/04 project was to examine the communication code that (de)forms the process of communication related to the goals and strategy of regional policy in European Union. The study analysed communication and communication tools that were implemented by five selected institutions to support EU regional policy, and specifically the field of acquiring financial means in the form of grants for the projects. The research conducted confirmed that communication - including the communication tools used by both communicating parties, that is by institutions and applicants for grants from European Funds -increases in significance in regional policy. The analysis of the communication tools conducted focused on the main players in regional policy, i.e. institutions and applicants, and discovered a range of problems including e.g. those related to the handling of communication code, which were manifested in the difficulties that grant applicants encountered while processing information obtained from institutions and using it. For example, computer applications to pre-accession funds included improperly phrased elements, which resulted in problems that obstructed the process of communication, and eventually slowed down the pace of acquiring financial resources from the European Funds earmarked to regional development and ergo the goals of EU regional policy. The research conducted proved the need to emphasise more strongly the communication code and to select communication tools and assess the quality of professional communication skills of parties involved in this communication in chief Slovak institutions and state organs of the Republic responsible for drawing from European Funds earmarked for regional development.
