Abstrakt
Wśród sygnalizowanych wyzwań dla polityki zagranicznej w XXI w. w demokracjach liberalnych wymieniana jest adekwatność "rynku idei" (marktplace of ideas). Wymienia się m.in. wyzwania związane z demokratyzacją, globalizacją, zmianami klimatu Ziemi oraz rolę wartości w debatach o ochronie środowiska naturalnego. Debaty te są prowadzone zwłaszcza w USA, Europie i Australii. Istnieje pewien kompleks relacji między handlem, prawami człowieka i środowiskiem w obszarze regulacji prawnych, dotyczących zwłaszcza zasobów naturalnych. Dyskutowane są w związku z tym kluczowe teorie i wyzwania, a także są podejmowane próby przybliżenia do potrzeb praktyki różnych koncepcji przydatnych do realizowania celów zarządzania kluczowymi zasobami Ziemi - i to zarówno w krajach rozwijających się, jak i tych wysoko rozwiniętych. The author analyses key issues relating to the security of the natural environment in the light of the latest multi-disciplinary research and an evaluation of the effectiveness of measures taken by countries and international organizations on the basis of legal regulations and programs, and also selected regional institutional structures. Particular attention is paid to EU initiatives and activities. Selected innovative research and protection projects are also focused on, including a wide range of space technology applications, and especially the use of satellites in environmental and climate protection, and in managing natural resources, particularly the marine biosphere. The author analyses selected economic, sociopolitical, and legal aspects of environmental protection in the context of various processes characterizing contemporary international relations, including globalization. He also points to problems in research methodology relating to environmental and climate security, and underlines the role of planning and pro-environmental management using a variety of innovative approaches.
