Changes in political and military sphere which are observed in contemporary world determine the new challenges. They concern a widely understood defense field as well as many domains of public life. Many military theoreticians are of opinion that the conflict on global scale in the aspect of bi[polar division of world do not threaten the international security. Despite that, one cannot speak about the advent of era proclaiming peaceful coexistence of nations because of permanently lasting local conflicts and disputes causing a potential source of trouble for military actions. The theoretical elaborations treating about national and international security clearly indicate that at the moment of ending the time of Cold War the new threats and challenges came into being. The present-day international relations go far beyond the interactions in only political, military or economic sphere but more often concern the spheres of science, technology, culture or social affairs. The tempo of transformations in all spheres of life causes rising of need of adjustment to new conditions. This need can be attained through a precise determination of reasons and results of threats, challenges and tasks for the elements of national security system and also armedforces, resulting from these threats. This whole situation triggers the necessity of preparing indispensable forces and measures able to an effective response to appearing threats in appropriate time. (original abstract)
