- Innovativeness as a factor of local and regional development requiring institutional stimulation and one can say it is even an act of creation. As can be concluded from Polish Innovation Economic Efficiency Strategy, a series of serious challenges emerged during the development of Poland. The possibilities of contributing to the economic growth based on relatively low cost of work (in comparison to the majority of European Union member countries). Poland occupies a disadvantageous position in the latest innovation rating of EU member countries. Poland was considered as so-called moderate innovator, and the value of the synthetic indicator of innovation being 0,296 (European Union average being 0,539) managed to surpass only 4 member countries of the Union.(fragment of text)
