Abstrakt
Usługi odgrywają coraz ważniejszą rolę w gospodarce światowej. Powszechnie obserwuje się wzrost udziału usług w tworzeniu produktu krajowego brutto, zatrudnieniu oraz wymianie międzynarodowej. Obecnie sfera usług przyczynia się do powstania ponad dwóch trzecich produktu światowego i jest dynamicznie rozwijającym się komponentem handlu światowego. Zmiany strukturalne zachodzące w poszczególnych gospodarkach narodowych i handlu międzynarodowym skłoniły państwa do podjęcia działań na rzecz liberalizacji międzynarodowego handlu usługami. Dyscypliny służące eliminacji barier w międzynarodowej wymianie usług są nie tylko podstawowym komponentem wielostronnego systemu handlu międzynarodowego WT O, lecz począwszy od lat 90. XX wieku, stały się również stałym elementem regionalnych i bilateralnych preferencyjnych porozumień handlowych. Biorąc pod uwagę znaczenie tego sektora w gospodarce Stanów Zjednoczonych i państw europejskich, można przypuszczać, że handel usługami będzie jednym z ważniejszych obszarów negocjacyjnych w ramach projektowanego Transatlantyckiego Partnerstwa Handlowego i I nwestycyjnego (Transatlantic Trade and Investment Partnership). Celem opracowania jest ukazanie znaczenia negocjacji w zakresie usług dla gospodarek państw Unii Europejskiej oraz Stanów Zjednoczonych. Scharakteryzowano rolę sektora usług dla tych gospodarek, obrót usługowy oraz główne problemy sporne negocjacjach usługowych w ramach budowy Transatlantyckiego Partnerstwa Handlowego i Inwestycyjnego.(abstrakt oryginalny)

Services serve an increasingly important role in the global economy. We can currently observe an increase in the share of services in the gross domestic product, employment and international trade. Currently, the services sector contributes to the creation of more than two-thirds of the world product and is a rapidly growing component of the world trade. The structural changes now taking place within the individual national economies and international trade have prompted the states to take measures to liberalize international trade in services. The disciplines designed to eliminate the barriers in the international trade in services are not only a fundamental component of the multilateral trading system of WT O but, since the 1990s, they have also become an established feature of the regional and bilateral preferential trade agreements. Taking into account the significance of this sector in the US and European economies, it seems that the trade in services will be one of the worthwhile negotiating areas within the Transatlantic Trade and Investment Partnership (TTI P), which is currently being developed. This article aims to present how important the negotiations on services are for the EU and the US economies. It will be characterized the role of the services sector for the above-mentioned economies, bilateral trade in services and the main issues in negotiations on services within the development of the Transatlantic Trade and Investment Partnership.(original abstract)
