- Professor Karol Wolfke was one of the first who devoted his scientific work to environmental protection in a broad sense. In the Polish studies in international law, he was a precursor of this new, dynamically developing branch of law. His works concerning the beginnings of the new branch of law show not only the innovative character of the undertaken studies but also prove perception of what was inevitable- the necessity to encompass with the norms of public international law things which exceed state boundaries and which cannot be regulated by one state only. The outline of historical and contemporary activities of states aimed at the protection of the Rhine and its basin can serve as the best example. (original abstract)
