Abstrakt
Artykuł dotyczy innowacji społecznych uznanych przez polityków w drugiej dekadzie XXI w. za podstawowy instrument w procesie przeciwdziałania problemom społecznym i ekonomicznym oraz wyzwaniom ekologicznym. Celem artykułu jest przedstawienie koncepcji innowacji społecznych, leżącej u podstaw strategii Europa 2020, realizowanej w oparciu o Politykę Innowacji Społecznych Unii Europejskiej (European Union Social Innovation Policy - EUSIP). Ta koncepcja polityczna nawiązuje bezpośrednio do idei tzw. "państwa inwestycji społecznych", stanowiącej na przełomie wieku XX i XXI odpowiedź na potrzebę zmiany modelu polityki społecznej, wynikającą z nowych ryzyk społecznych i z paradygmatu rozwoju zrównoważonego. Dlatego prezentacja tej koncepcji poprzedza analizy dotyczące innowacji społecznych i ich zakładanej roli w strategicznym podejściu do rozwoju Unii Europejskiej. Artykuł został opracowany w oparciu o celowo wybraną literaturę przedmiotu. Przedstawione zostały zawarte w dokumentach programowych argumenty wskazujące na szczególny potencjał rozwojowy innowacji społecznych oraz uwarunkowania ich upowszechnienia, ze szczególnym uwzględnieniem innowacji zorientowanych na zmianę systemową. Omówiono krytykę EUSIP, wskazując na ograniczenia rozpowszechniania innowacji społecznych wynikające ze zróżnicowania kontekstów społeczno- -kulturowych, ujawniających się w zróżnicowanych welfare regimes, ignorowane w założonej "szybkiej polityce" realizacji EUSIP. Wskazano na kontynuowanie neoliberalnego podejścia do odpowiedzialności za zabezpieczenie społeczne ograniczające rolę państwa. Artykuł kończy przywołanie danych z raportu Eurostatu dokumentujących realizację celów strategii Europa 2020. Wynika z niego, że sztandarowy cel strategiczny, jakim miało być ograniczenie liczby ludności zagrożonej biedą o 20 milionów, nie zostanie osiągnięty. Oznacza to, że EUSIP nie przyniosła zakładanych rezultatów.(abstrakt oryginalny)

The article concerns social innovations, recognized by politicians in the second decade of the 21st century as a basic instrument in the process of counteracting social and economic problems and ecological challenges. The aim of the article is to present the concept of social innovation, which underlies the Europe 2020 strategy, implemented on the basis of the European Union Social Innovation Policy (EUSIP). This political concept refers directly to the idea of the so-called "social investment state", which at the turn of the 20th and 21st century was a response to the need to change the social policy model resulting from new social risks and from the paradigm of sustainable development. Therefore, the presentation of this concept precedes considerations of social innovations and their assumed role in the strategic approach to the development of the European Union. The article was elaborated on the basis of deliberately selected literature of the subject. It presents the arguments included in the program documents indicating the special development potential of social innovations and the conditions for their scaling-up, with particular emphasis on innovations oriented towards systemic change. Criticism of the EUSIP was discussed, indicating the limitations of the scaling-up of social innovations resulting from the diversification of socio-cultural contexts, manifesting itself in diversified welfare regimes, ignored in the assumed "fast policy" of the implementation of EUSIP. It was pointed out that the neoliberal approach to responsibility for social security, limiting the role of the state, has been continued. The article ends with the recall of data from the Eurostat report, documenting the implementation of the Europe 2020 goals. It shows that the flagship strategic goal of reducing the number of people at risk of poverty by 20 million will not be achieved. This means that EUSIP failed to satisfy its main expectation.(original abstract)
