European Central Bank (ECB) - Abstrakt
- Przedmiotem artykułu jest problematyka polityki pieniężnej i instrumentarium przyszłego Europejskiego Banku Centralnego. EBC ma do wyboru dwie strategie: jednostopniową strategię nastawioną na bezpośreni cel walki z inflacją i dwustopniową strategię z ilością pieniądza jako celem pośrednim. Autorka omówiła te strategie na podstawie doświadczeń Bundesbanku i Banku Anglii. Ostateczną decyzję dotyczącą ukierunkowania i instrumentów europejskiej polityki pieniężnej musi podjąć samodzielnie Europejski Bank Centralny.
The key issue of the article is the conception of the monetary policy and instruments of the future European Central Bank. According to the arrangements of the European Monetary Institute, the European Central Bank has the choice of two strategies of acting: the first strategy oriented towards direct inflationary purposes, and the second within the framework of which the central bank is oriented towards executing the intermediate purpose. In the field of monetary policy and its instruments the national central banks of European states agree that the main part ought to be played by the open market policy and open marker operations. However, controversies arouse over the discount policy and the reserve policy. The final decision concerning directions and instruments of the European monetary policy will have to be made by the European Central Bank independently in 1999. The choice of the conception and instruments will essentially depend on the composition of member states of the future European Economic and Currency Union. (original abstract) - Dostępne w
